I want to recover data on a 3-1/2 floppy disk. The computer with this drive is very old and unable to connect to the Internet, therefore, the direct download is not possible. It does have a CD-ROM drive in addition to the 3-1/2 floppy drive. Can I download MiniTool Power Data Recovery to my newer computer, burn it to CD and then use it to recover the files on my old computer?

Yes, you can do that but the computer with the floppy drive needs to support installation of MiniTool Power Data recovery. You will actually need to run the application on the old computer to retrieve the data from the floppy disk. In order to run, MiniTool has the following system requirements: 486 or Pentium-class processor IDE/SCSI hard drive, 64MB RAM (128 MB recommended)and Windows 98, Me, NT, 2000, XP, and 2003 with 100 MB of free space.
